Running as Admin solved it. Unsure if it is a Home windows 10 quirk or merely a thing about my laptop or I missed that while in the instructions in some wayive been getting troubles obtaining it to connect with my vehicle but i was striving on an e91 so not sure if that's the explanation why. I will check out it on file series future week and see i
